I think the key may be in the brush. I finer brush might help. I often used a dish brush with Simple Green on the textured plastics of sled belly pans. I also had great success with Castrol super clean on plastics, but it is harsh stuff so wear gloves.

Don't drive it anyplace where it might get dirty.  :redneck: Sorry, I had to do that.

I'll second what Ryan suggested with the brush.

A brush and some apc should work fine.

Why not black wow or trim restore with a brush?

Without pictures, if I am thinking correct I would go along the route of the OXO grout brush and APC.
- Also think it might be time to try another brand APC.... :dunno:

I'd APC that with the OXO brush

Tape the fender 1st, just to be belt and suspenders; not to mar it.
- If they come off easy, I'd go that route instead, and then you can scrub the snot out of them.

Go at it good a few times, and then Opticoat 2.0 them, that will help in the future.
- My test mirror head come clean a lot easier than the passenger side mirror head.  Didn't get that one done before winter hit. :dope:

If they come off, you can OC 2.0 the whole thing inside and out, and let it cure before putting it back on
